The aim of the programme is to create an environment where the community will become the main administrator of change and foster a sustainable economic growth through culture and cultural heritage in Kosovo and in the region.

This will be achieved through inclusion of culture and cultural heritage component in particular in the decision-making process in the central and local governance and incorporating them in development policies; producing and implementing scientific evidence-based tools to be used for decision making for local and regional development; promoting regional cooperation through joint projects and initiatives in the field of culture and cultural heritage towards sustainable economic and social development.
Methodology:
Collecting data on the state of culture and cultural heritage in particular;
Processing of culture relevant information through scientific based methods in order to identify potential activities and gaps on local and regional development;
Establishing and functionalising community consultation platforms in the field of culture and cultural heritage for promoting of local growth with community involvement;
Establishing culture clusters with the aim of creating joint initiatives and exchanging best practices in the service of raising the level of cultural, social and economic development in the community while encouraging the growth of local businesses;
Identifying the priorities for promoting cultural, economic and social development with community involvement;
Joint implementation of projects in the field of culture and cultural heritage, assessed as priority for economic and social development of the community;
Monitoring and evaluation of the working methods used and presentation of recommendations for future based on experience.
