The municipalities of Kosovo today are facing major difficulties in the use of cultural heritage for community benefits, while the risk of further destruction of cultural heritage remains high. An explanatory cause of this situation, which is already observed, is the insufficient level of dialogue between municipalities and central institutions, as well as between institutions and the community.
Moreover, the budget allocated for cultural and natural heritage at the municipal level has proven to be insufficient. The inclusion of cultural heritage in spatial and urban planning remains only formal in most cases, while the needs for strategic approach and prioritization of efforts, be that in local or central level or in the domain of NGOs and civil society are urgent.
