Kosovo municipalities today are facing major difficulties in utilization of cultural heritage for community benefits, while the risk of further destruction of cultural heritage remains high. An explanatory cause of this situation, which is already observed, is an insufficient level of dialogue between municipalities and central institutions, as well as between institutions and the community. Moreover, the budget allocated to cultural and natural heritage at the municipal level has proven to be insufficient. Its inclusion in spatial and urban planning remains only descriptive in most cases as well; while the needs for strategic approach and prioritization of efforts, be that in local or central level, or
in the domain of NGOs and civil society, are urgent.
