In Kosovo, the implementation of the principle of participation in decision-making is in its embryonic state. The legislation of the new state is encouraging towards participation discourse is sometimes too ambitious in its goals from a practical standpoint, and it is not easy to apply. Even more in Kosovo, where for a long time, the historic and socio-political environment has been at odds with the concept of democratic participation. Kosovo institutions and society itself are in a transition process aiming at functional participatory democracy, but the tempo of this process has not been accurately predicted.
